<p>Canadian government agency Public Safety Canada, which is tasked with overseeing cyber-security across all federal departments, has issued a memo warning government workers that communicating using BlackBerry Messenger PIN-to-PIN messaging is "the most vulnerable method of communicating on a BlackBerry."
